Florida Amendment 13

My view on...

Amendment 13  -  Dog Racing

This is the easiest one on the Ballot, either you favor continuing the Greyhound Dog Racing or you Don’t….

A YES vote will

  1. Ban all dog racing in Florida by December 31, 2020, w ile allowing tracks to continue operating card rooms and slot machines.  They estimate the loss of tax revenue of about $1 million in taxes and fees.

A  NO vote will

 

  1. Continue to allow wagering on dog racing in Florida

Florida Amendment 12

My view on...

Amendment 12 -  Lobbying and Abuse of Office by Public Officers

 

This one I really like, and this is one that should be part of our Constitution.  As we all know once a Legislature or government employee retires and is removed from office they can get jobs as a lobbyist.  They currently must wait two years before they can lobby state governments.  This amendment increases the time limit to SIX years, and it extends its reach to statewide office holders such as Cabinet members.

A YES vote will

  1. Extend the ban on state lobbying by legislators and statewide elected officials from two to six years.
  2. Prohibits legislators and statewide elected officials...

Florida Amendment 11

My view on...

Amendment 11 – Property Rights, Removal of Obsolete Provision, Criminal Statues

To me this amendment is unclear, it appears to be cleaning out old constitutional provisions, which goes to show we should be more careful in adding amendments that should be handled by State Laws.  This one is removing old provision regulating property purchases by Non-Citizens and removing the High Speed Rail provision which was repealed by voters in 2004.  Then It throws in a provision that removes the stipulation that criminals can be prosecuted under a law that they are accused of even if the law is changed…..(HUH)

A YES vote will

  • Repeal old provision allowing Legislature to restrict property rights...

Florida Amendment 10

My view on..

Amendment 10 – State and Local Government Structure and Operation

Again, we have an Amendment that has good and bad elements.  In voting for this amendment, you will have to decide what is important to you and do you make changes that will affect the rights of others.

This amendment FORCES all Florida counties to ELECT a Sheriff, Tax Collector, Property Appraiser, Supervisor of Elections and Clerk of Circuit Court.  Some 20 of the “charter counties” in Florida, appoint or hire these positions as needed,  Do we need a constitutional amendment that removes their rights to govern as they choose. 

However this amendment also includes the creation of an Office of Domestic Security and counter terrorism...

Florida Amendment 8 and 9

My view on.

Amendment 8 – was already removed from the ballot

 

Amendment 9 – Prohibits Offshore Oil and Gas Drilling, and Prohibits Vaping In

                            enclosed Indoor Workplaces.

Another “Bundled” Amendment with two unrelated topics.  Again you may feel strongly about both topics, In my opinion both these items should be handled by the Legislature and State Laws and not in the Constitution.

A YES vote will

  1. Ban Oil and Gas drilling beneath Florida State Waters (not Federal Waters)
  2. Exempt shipments of oil and gas...

Florida Amendment 7

My view on..

Amendment 7    First Responder and Military Member Survivor Benefits,

                           Public Colleges and Universities

Here again this is a “bundled” amendment….two items on the amendment that actually have nothing to do with each other…..Paying death benefits to First Responders and Regulating State Colleges.  While taking care of our First Responders and Military sounds wonderful there in NO provision for how all of this will be paid.for.

A YES vote will

  1. Will force University and College Board of Director to have a Majority Vote (2/3) in order to increase...

Florida Amendment 6

My view on.

NOTE:  BEGINNING WITH AMENDMENT 6 several of the following amendments have two or three issues “bundled” together in one amendment.  So the warning to you is understand that you may like one issue and not the other, be careful to understand which item is more important to you and vote that way.

 

Amendment 6…..Rights of Crime Victims

Again, not sure why this needs to be in the Constitution, the State law already has a Bill of Rights for Victims and if it needs to be improved upon then the Legislature should handle that within the laws.  This Amendment also includes increasing retirement age of Supreme Court Judges from 70 to 75.  And it prohibits...

Florida amendment 5

My view on.

Amendment 5   Super Majority Vote Required to Impose, Authorize or Raise State Taxes or Fees.

I think I like this one….Without going into the numbers, just note that both the Florida House and Senate would require 2/3rd vote to raise taxes or fees.  It is called a Super Majority.  It also requires any new taxes or fees be on a Stand Alone bill and not attached to other bills.  (this part I really like)

A YES vote put the Super Majority vote requirement in the Constitution

A NO vote allows the Legislature to continue to approve tax increases with a simple majority vote.

Florida Amendments 2 & #

From my view:

Amendment 3   Voter Control of Gambling in Florida

My first reaction to this Amendment is WHY do we need a Constitutional Amendment for Gambling in Florida.  It has always been controlled by the Florida Legislature.  We voted in our Representatives to handle the business of the State and are supposed to be doing what is best for us.  While they have not always lived up to the standards, do we trust the simple majority of voters in the State to make these decisions.

A YES vote put any new Casino Gambling in Florida in the hands of the Florida voters to approve.  However, the State Legislature will still control other gambling such as poker rooms, bingo, lotteries and fantasy...

Amendment 1 and 2

MY TAKE ON……….by judy ray

 Because I hold the title REALTOR, I am asked many times about my take on Real Estate subjects. So here it is:

My Take on Amendment 1 and Amendment 2 deals with your Property Taxes.

Amendment 1, if passed with 60% YES votes, will increase the Homestead Exemptions on your home from $50,000 to $75,000 if your home is valued more than $100,000.00. Great for the home owner….. not so great for the County. The County budget is based on the taxes it collects from property taxes. As a result, the County could increase the mileage rate to make up the difference.

Amendment 2, if passed with 60% YES votes makes the cap of 10% tax increase on NON-Homestead property...
